center, where this -- mike hellgren has clues in this case. >> reporter: a coworker was the whistle-blower. and we have new information tonight about what was inside dr. levy's suicide note. >> reporter: the stunning discovery about the well- respected doctor came earlier this month. a complaint to security, that the gynecologist was spying, even wjz has learned, using a camera on his pen, as he performed exams. >> the story is that a johns hopkins employee, noticed something unusual about dr. levy's examinations on february 4th and alerted a supervisor. >> do you know what that was? >> no, we don't. no one knows at this point, what it was, other than hopkins. and they're not speaking about the issue. >> reporter: wjz's news partner, the baltimore sun reports, dr. levy left a suicide note with a message for his wife, saying he did not want to see her suffer with the

truth. >> reporter: a patient who asked her to conceal her identity reveals a red flag during the exam. >> when i went for my appointment, it would never be another nurse in there. it would just be him. he would ask the nurse to leave or said that he had it. >> a midwife said, never in a thousand years would i have imagined such a thing. he had one of the biggest fan clubs in baltimore and he was very, very busy. he want wanted to see him. he saw some of the same patients for many, many years. they trusted him with their most intmate secrets. we were all their trusted confidants. >> call now, no matter how long ago you were a patient of dr. levy. >> reporter: lawyers are running ads. a wave of lawsuits are expected as police sift through the images and videos. >> what did he do with this information? did he tell it -- sell it? was it put on the internet? >> unanswered questions that have women scarred ask scared.

>> they say it is not mandatory but best practice that a -- another person be in the exam room. johns hopkins say its does not tolerate this type of violation of patient privacy. >> police have set up a hotline for patients as part of the criminal investigation. the number is 410-396-2269. updating breaking news. wjz first told you about at 4:00. a serious accident at harford county. four vehicles are involved in a crash on route 23, including a horse trailer and tanker. as you can see, a few of the horses were taken into the middle of the road. now, there are several injuries. and everyone -- every person was medivacced to -- and one person was medivacced to shock trauma. two little girls and a man are dead, killed in a us hofire -- in a house fire at prince george's county. it started at a home on leslie avenue in glennarden.

a woman and her children were able to escape. the three girls were not breathing at the time. em its were able to revive-- emts were able to revive one of the children, but the other two were pronounced dead at the hospital. a vote to repeal maryland's death penalty today. and it appears ready to approve it. wjz is live in annapolis. political reporter pat warren is live at the state house, where they are meeting right now. >> reporter: this is the same committee that has shot down repeal every time it's come up. >> reporter: marylanders line up on the side of life without parole. >> isn't going to -- is it going to bring our loved ones back? is it going to heal us? >> reporter: and marylanders line up on the side of death by lethal injection. >> i was thrusted into this by

the murder of my brother, a murder in which four armed gunmen entered a jewelry store to rob it of its possessions. >> reporter: now, the testimony has been heard. and the committee appears ready to move the bill to the full senate. >> i think it's going to happen and i think today is the day. >> reporter: baltimore county senator, james broshin told wjz, he will vote against repeal. >> you take death off as an option. and you start with life of parole and take a plea of life. life means 25 to 30 years in immediate immediate. maryland. to me, that's unacceptable. >> some of these monsters. but down here, you gotta separate the emotional desire for that versus the practical and legal realities. >> reporter: the committee chairman expects it to pass. >> i think we'll get a favorable report for appeal of the death penalty. >> reporter: and if, in fact, that does happen, the bill will go to the full senate, where

it's understood there are enough votes to approve the repeal. i'm pat warren, reporting from annapolis. now back to you on tv hill. >> pat, thank you. a busy night in annapolis. the judicial committee is also meeting. we are following breaking news from the eastern shore. a shooting in the quiet part of queen anne's county. sky eye chopper 13 is live over the scene. captain jeff long with more for us. >> reporter: good evening. an active manhunt under way on the eastern shore here. gray sonville area. this is where a shooting occurred around 4:00 this afternoon. the suspect fled the scene, through the woods. the state police trooper 6 from easton is on the scene here, circling, looking for the suspect. when we arrived on scene, about 10 minutes ago, the 911 call had come in with somebody report reporting a person

matching the suspect's description, about a quarter mile away from the scene. and that's where the search is concentrating right now. reporting live from sky eye chopper 13, i'm captain jeff long. back to you. >> do we know anything about the victim, quickly? >> no. we don't have any information. but as that information becomes available, we'll bring it to you. >> all right, captain jeff. thank you. right now, a 3-year-old is dead, run over by the family car. police in oxon county say the child got out of the car with the 2-year-old. and it was still apparently running with the grandmother and 3-year-old inside. as the car started rolling back. the 3-year-old fell out and was run over. police are investigating. but it is believed to be an accident. three people are dead in las vegas, following a shooting. and a fiery, multicar accident this morning. police are still searching for an suv that raced from the scene. edward lawrence has the story for wjz. >> reporter: these are the smashed-up remains after a

deadly shooting on the las vegas strip. burned out vehicles littered the strip after police say a suspect in a black range rover opened fire. the apparent target, this moss ratty. the attack caused the sports car to smash into a taxi, which ignited a fireball. >> the maserati traveled through what we believe was a red light, at a high rate of speed, striking several vehicles. one of those vehicles was a local cab that also caught on fire as a result of the impact. >> reporter: guests in the nearby casinos heard the impact. >> there was a loud boom. and then i heard two other booms. and i looked out my window up here in caesar's palace. i could see the fire ball over here on the corner. >> the driver of the maserati was killed, along with the taxi driver and the passenger in that cab. police are searching for the range rover, which still had paper license plates. investigators think the shooting may have followed an earlier confrontation at one of

the hotels. they're checking out at state agencies, in california, and utah. in the search for leads. edward lawrence, wjz eyewitness news. and this incident marks the latest violence on the strip since the beginning of the year. two people were adequate critically wounded in a parking lot shooting. and a tourist was stabbed in an elevator at the hotel at mandalay bay. a 20-year-old man is in a baltimore county jail, charged with animal cruelty. these are photos of the seized animals given by baltimore county police. anthony gear is under arrest and facing 23 counts of animal cruelty. last year, baltimore control and police department responded to a home on quenton avenue in parkville and found 18 puppies and five dogs caged and in unlivable conditions. investigators say gear was operating and advertising as an animal rescue operation. a massive wintsder storm that dumps snow in the rockies is now plowing its way through the midwest. heavy snow and strong winds

shut down a stretch through kansas. parts of kansas are buried under 14 inches of powdery snow. with more still coming down. from theres are predicting as much as 18 inches of snow to fall. and here's what it looks like right now in baltimore. this is a live picture from sky eye -- from harbor cam right now. wjz is live with first warning weather. meteorologist tim williams and bob turk are tracking this large system on doppler radar. >> actually, those folks out in the midwest. they really need the moisture there. we're in a drought situation, the last few years. for us, we have temperatures ranging from 19 in oakland, to 40 in pax river. we're currently at 36. but the breeze still feels like 29 degrees out. in oakland, it feels like 10 above zero. now, some of that moisture in the midwest will reach us sometime later tomorrow. tim has a look at what we have in store. tim? >> it is definitely moving our way. but in a much calmer fashion. the top portion is going to break away, go up toward

michigan, chicago, milwaukee. bottom portion is expected to move our way. and form another low-pressure system off the coast. what it is also going to do is bring with it milder temperatures. while it will come into cold air. and will expect to see the first part of it in a wintry mix. it does change into bitter rain. and showers will stay with us late tomorrow into saturday. but it definitely could bring a bit of a mix in the early going. bob will have more on the system in details coming up on your complete first warning forecast. now, back inside. change is on the way for the ravens. but it's not what you think. wjz is live downtown. christie ileto has more on the $35 million worth of improvements coming to m&t bank stadium. christie, it's pretty nice the way it is. i can't imagine what they're going to do. >> it's such a big deal. we're talking new concession stands. this stadium opened up in 1998. and officials say their goal is to bring your living room right

here to m&t bank stadium. >> reporter: next time ravens fans come to m&t bank stadium, it might look a little different. >> the project we're undertaking now is a continuing effort to improve the game day experience for our fans. >> reporter: ravens stadium staff laid out the groundwork for the major stadium facelift thursday. it will include renovations to concession stands. new video boards and expanding ravens stores, inside the stadium. >> this is probably something that needs to be done. and ravens fans couldn't be more excited. >> always. that's ravens country. you know? >> i am really excited. i live in the neighborhood. i think it will be a whole new experience. >> reporter: staff say each at the concession stands, they'll be able to see it move quicker. >> it should boost revenue. but really, i think it should improve the fan experience. >> reporter: the stadium is only 15 years old. but staff say the upgrades are

long overdue. except it comes at a price. >> reporter: it was just announced that ticket costs will go up about 10%. to put a small fraction of the multimillion dollar cost. >> i don't think it's going to matter for the baltimore fans. because the united support that we have for the baltimore ravens. >> reporter: some fans say if ravens keep winning games and super bowl championships, they'll keep paying to watch. as for the work, ravens fans will see the first of two phases completed before this year's first preseason kickoff. >> reporter: and phase 1 is expected to start in the next seven to 10 days. reporting live here at m&t bank stadium, i'm christie ileto, wjz eyewitness news. >> and ticket holders on the upper deck, don't worry, renovations in your sections will start next year, when phase 2 begins. kai, last year, we had our ticket. we were walking up for one of two games that i took my family to. >> yes. >> we're walking, walking, walking. one from the top. the section there.

it's clear, 36 degrees in central maryland right now. complete first warning weather forecast is coming up. we are updating the breaking news now from the eastern shore. a shooting in queen anne's county. more on the suspect that they have been looking for. captain jeff? the shooting happened about 4:00, on sawmill lane in grasonville. the suspect is now in custody after the shooting. the suspect fled. and the police helicopter was on the scene. and ground units k-9 team. they followed the suspect into the woods on a stretch of woods that runs between route 50 and

route 18. here in grasonville. and the suspect is in custody. we do know that the victim was taken to a local emergency room. and we'll bring our viewers more information as it comes in. justice tonight for the family of a man brutally beaten by his caretaker. the suspect will now face prison time. wjz is live. >> well, it is hard to forget the image of the helpless 90- year-old man, gripping the rails of his bed, as he took hit after hit from his caretaker. now, the woman behind those painful punches will spend six years in prison. >> reporter: this gruesome and gut-wrenching video is what will help send her to prison. today, the family of john

taylor walks out elated. >> i'm satisfied. i'm very happy. i'm at peace with it all. >> she pled guilty to elderly abuse. >> i think it sends a strong message that we will not tolerate people abusing our most vulnerable adults. >> reporter: the video shows the caretaker punching the victim as he lay in bed, unraible -- unable to call for help or fight back. >> with god all things are possible. >> reporter: getting to this point hasn't been easy for the taylor family. after being arrested and posting bail, olush posted bail and fled to her home country of kenya. it took five year toss get her back to baltimore to face justice. >> it was a long time, the five years. there was a lot of work that went into it. but it's what needed to be done. she had to come back. >> reporter: olush will not

face any federal charges but will be deported as soon as she is released from friz prisonful. >> reporter: john taylor died in 2009. he never got to see the woman who beat him so brutally in handcuffs. but his family believes he is watching. >> my dad is excited now like i am. >> reporter: and mrs. taylor suffered two streaks prior to being under olush's care. >> the kenya government assisted in extra dieting olush back to the united states. new information on a fatal accident that stopped traffic on the top side of the beltway for hours this morning. it was around 5:30 a.m. a tractor trailer hit a man who was changing the tire on his car on the inner loop. that man died in the accident. two people are hurt. no word whether the semi driver will be charged with anything. if you're waiting for someone to get home from work, let's check on the roads with kristy breslin at wjz traffic

34, westminster. 37, down by the bay. annapolis and kent island. we still have a breeze, which is making it feel like the mid- to upper 20s. so if you're heading out, dress for the mid- to upper 20s. not the mid- to upper 30s right now. now, to the west of us, a big storm of snow from the dakotas, into actually north texas. a lot of it now, particularly in east kansas and the missouri area. chicago expecting snow tonight. maybe 3 to 6 inches. now, in our part of the world, this mild air coming up. we're going to see maybe a little bit of friesen -- frozen precip in the afternoon. may just be marginally cold enough with winds to the northeast of the area. temperatures probably mid-30s. cold enough aloft that we'll see a little snow, sleet. maybe a few spots could see drizzle. but maybe if the warmer air comes in off the ocean, that means we're looking at generally just rain or drizzle tomorrow night. and just plain rain as milder air comes in on saturday.

people are talking about tonight. good news for animal advocates. and owners of pit bull type dogs. today, maryland's house of delegates voted to reverse a court ruling, labeling those animals, inherint -- inherently dangerous. as derek valcourt explains, the measure throws the responsibility for dog bites on the dog's owner. >> reporter: the bill, unanimously passed by maryland's house today, essentially realizes that all dogs, not just pit bulls, have the potential to bite. >> reporter: the 2007 vicious pit bull attack that nearly killed 10-year-old dominic salesky was at the center of this. labeling pit bulls inherently dangerous. soon, many pit bull owners found themselves with a tough choice. lose their beloved pet or face eviction. >> i'm not getting rid of my dog for nobody. >> reporter: their new

compromise bill is to breed neutral. meaning it applies to all dogs. limits third party liability, allows owners to prove there was no evidence of bad -- prior bad behavior. >> it's not singling out any specific type of dog. and we think it's a good bill for dog bite victims, for pet owners, for third parties, such as landlords, veterinary clinics, et cetera. >> i don't support it. dominic's father worries the change in the law means dog owners or their insurance companies can't be held liable for an attack unless a dog has bitten before. but the bill's author disagrees, saying it shifts the burden to prove that they didn't know their pet was capable of harm. >> reporter: these bills are designated emergency bills, meaning once they pass both

chambers and signed by the governor, they take effect right away. though the bill is expected to pass, the senate version has not yet made it out of committee to the floor for a full vote. the scary moment in cecil county, as a freight train derails just before midnight. 10 cars derailed in a rural area, north of elkton. two of them were carrying sulfuric acid. no leaks were reported. and there were no injuries. the 90-car train was traveling from new york to north carolina, according to csx. the bail review hearing for south african olympic star oscar pistorius, will continue into its fourth day tomorrow. as tina kraus reports for wjz, this comes amid news that the lead investigator in the case is being replaced. >> reporter: former olympian oscar pistorius looks down as he entered court in south africa for day 3 of his bail hearing.

outside the courtroom, a startling development. police are taking the chief investigator off the case. because he himself is facing attempted murder charges. >> a team of highly-skilled and experienced detectives, they shall continue with this investigation. >> reporter: hilton bota is accused of being drunk when he allegedly opened fire on a minivan full of passengers in 2011. the charges were withdrawn but were reinstated earlier this month, 10 days before pistorius fatally shot his girlfriend, reeva steenkamp at his home. prosecutors say the double- amputee, known as the blade runner, for his prosthetic racing legs, intended to kill his girlfriend, when he fired four times through a bathroom door. pistorius claims he thought she was an intruder. the victim's best friend says steenkamp cared deeply about ending violence against women. >> she was very passionate about it. the next day, on valentine's

day, she was going to talk to women about abuse. >> reporter: pistorius faces life in prison. if convicted of premeditated murder. tina kraus, wjz eyewitness news. >> a decision on bail is expected tomorrow. the trial isn't expected to begin for several months. the 25-year-old glen burnie man charged is being held without bond. justin beaumont was arrested at north county high school, february 4th. police then searched his home and said they found a large amount of legally registered guns. beaumont underwent a psychiatric evaluation. the anne arundel county state's attorney's office said the court is monitoring his treatment while he asawaits-- he awaits trial. speeding drivers in annapolis gets ready to slow down. the city is preparing to launch its first speed cameras. monique griego has more on where you can find them. >> reporter: this school zone near mill thorough elementary,

is one of two getting cameras march 1st. but that's just the beginning. over the next two months, eight more will be under the city's watch. >> reporter: speeders in annapolis, beware. city police will soon have more eyes on drivers, racing through school zones. >> i- definitely -- i've definitely seen people going 40, 50 miles an hour. >> it and germantown elementary are the first two schools set to be monitored by speed cameras. mayor joshua cohen said the move is all about safety. >> parents in a lot of neighborhoods asked the city to help with traffic calming, with stripes, with radar enforcement. >> reporter: the cameras, which can be fixed or mobile, will only operate from 6:00 to 8:00 p.m. and while they're scheduled to activate march 1st, warning notices will be days. >> it's helpful when people recognize that there is this device that, they slow down. >> reporter: the city plans to

have eight more school zones under automated enforcement. >> hopefully it will help. but i don't know if i really trust the technology, given its previous record. >> reporter: this year, baltimore reversed thousands of tickets from faulty speed cameras. cohen said he is confident, this program won't have the same problem. >> credibility is very important. the public needs to have confidence that the speed cameras are solid and calibrated and all of that. >> reporter: as is required by maryland law, any rev lieu -- revenues from this program will go toward public safety. >> and police say a limited number of cameras will be moving between various locations. for a complete list of where those cameras will be, log onto our website, cbsbaltimore.com. the anne arundel county council gets ready to vote on a new county executive. tonight, they plan to choose someone to take john leopold's place. he resigned last month. now, 16 others are vying for

the job. including former county councilmember john hamand, and former first lady, kendall ehrlich. massive budget cuts are expected to kick in if lawmakers don't reach a last- minute budget compromise. the government is already telling workers that dozens of federal agencies, their jobs could be affected. >> reporter: president obama made phone calls to republican leaders in congress. with time running out before massive spending cuts take effect. at every opportunity, he has been putting the burden on lawmakers to stop the automatic cuts that will impact nearly every government agency. >> this is a problem that congress can solve. >> reporter: march 1st, more than $85 billion in cuts kick in. the pentagon will take a $46 billion hit. but the cuts will also be felt outside washington. if the agriculture department furloughs workers, expect fewer

food safety inspections and higher food prices. if the homeland security department tells screeners to stay home, airport security lines are expected to grow. national parks would have to cut more than $100 million t. could impact everything, from operation hours to grass cutting. from the grand canyon to hear at -- here at the national mall. >> reporter: tom kiernan, from the national parks conversation association says it will have a ripple effect. >> the local communities will get hammered. i think it's devastating. it's embarrassing as a country. >> reporter: former congressman jim nussle, who helped pass four balanced budgets, said washington is doing this to itself. >> all of this is kind of compounding. about every month, there's another crisis that is manufactured by the president and the office. and that's no way to run things.

three weeks after winning the super bowl, the ravens turn their attention to the future. sports director mark viviano joins us with the latest on critical contract negotiations that get under way this week. who could we be talking about, mark? >> i think you know, mary. yeah, the ravens, coaches and their front office personnel are in indianapolis for the

college scouting combine. not only looking at the top college talent for thing upcoming april draft, but working on new contracts for new players. most notably, joe flacco. flacco is a free agent. and his representatives will be meeting with ravens management in indianapolis starting tomorrow. joe lintas said he believes flacco should be the highest paid quarterback in the nfl, which would mean a contract in excess of $100 million. the ravens have the right to use the franchise tag to keep flacco. but that would keep hinder them from signing other players because of the cap. another is linebacker dannell ellerbe. he is also a free agent. and he is considered critical to the ravens' defense since ray lewis is retiring. they say the linebacker would like to stay with the ravens. but he knows several other teams will be bidding for his services. and the nfl is discussing new rules and rule enforcement this
